If you can't connect to the Internet at all, the actual connection in (network connections) would be the area to start at.
If you can browse, but bitcomet doesn't work, then prolly your firewall (or the default XP firewall) is the place to start as bitcomet uses specific ports that are prolly blocked by default.

Goto preferences->connection on bitcomet, and see what port number is entered under 'listen port'.

Goto your firewall, and open the TCP and UDP port that is listed in bitcomet.
How to do it? -> Quick search on google; good page: http://www.p2pforums.com/viewtopic.php?t=6431
Scroll down to 2) Allow BitComet access through any firewalls
    gives good instructions.

If you want to quickly and easily check the firewall is the problem, turn your firewall off completely, start up bitcomet, let it run for a coupla minutes. If a download starts, then it's the firewall. Stop bitcomet, turn your firewall back on. Being without a firewall for even a coupla minutes might be considered risky tho.

Thanx very much! Not sure how I managed to get it to work but! Turning off and then on my firewall was enough to get BC to work!
