I use contribute 2 from macromedia to MODIFY and existing site

Its very easy to use
But it will not let use make major changes
Three suggested options:
1. Be brave and learn to hand script html and javascript.....!
2. Or, download 'Firstpage' from the web, not to be confused with MS Frontpage, it's free and easy to use. It's html based with a wysiwyg view and it adds all the html tags for you when you're authoring.
3. Or, spend some money and buy Macromedia Dreamweaver, which is my web-authoring tool of choice. Easy to use and IMHO better the best web authoring package out there just now. I use it in conjunction with Flash and Director for whizzy flashy webpages.

HTML Kit - It's what I use; I'm sure it's a free download, and there are so many plug-ins to help check your code and get stuff right.
If you're going to dive in and learn how to hand script, this is miles easier than notepad.
