No punctuation, illiterate spelling and grammar, is this the level of English being taught in our schools now? I hope Michael Gove can do a better job than Ed Balls.

The chances are that the person who wrote it didn't take much notice of the English being taught at their school. It's like asking whether the actions of the idiot who cuts you up on the slip road is representative of the kind of driving skill being taught in our motoring schools today.
You only have to go on facebook or read posts on this forum (especialy mine) to see how bad English is nowdays.

There starts the long slippery slope down to pictograms daubed on cave walls and communication by grunting. Yes it matters. A great deal. There's a general dumbing down these days when there should be a raising up. Education is universal, people can surely handle some simple rules. Even the media assumes it is talking to stupid people nowadays : see here

C'mon! An aside in a bbc news story explaining what parafunctional means, I think anyone who didn't know the word would have had an educated guess and figured it out without the patronising aside.
