hmmm.... maybe thats taking things just too far, but then again i dont have kids so i dont know how i may feel if i did!
So a person walking through the park without a child is thought to be a possible paedophile as they are walking through a park, and a person with a child is not considered suspect, despite the possibility that that child might not actually belong to them and is currently abducting that child.

Well I have 6 and I don't have a problem with paranoia, so I don't assume that everyone in the park without kids is a nonce.
Some people like to walk to clear their thoughts, fresh air to clear a hangover, jogging or just making good use of public open spaces.
If anyone is truly that paranoid, I'd suggest they should stay at home and leave the rest of us alone to enjoy a normal life.

Over on the Doctor Who Forum, it looks like someone with local knowledge has explained how this is actually even more distasteful than it first looks:
So, not only is the council happy to go around suspecting all and sundry of being kiddy-fiddlers, they're doing it because they introduced the policy as a retrospective excuse to eject someone who politically embarrassed them. Truly shameful, and the kind of squalid tactics you'd only expect to ever see at local government level. Or not, if your name was Brian Haw....This is a little deeper than you know. The Telford Town Park was recently almost built on under first a labour administration and under the first few months of this Conservative administration. A gentlemen, whose name I won't mention, went out into the park to leaflet people to let them know what was going on. He led a campaign that was politically embarrassing to the council and its authorities and they confiscated the leaflets and stopped him handing them out.
He demanded an apology and an explanation.
When the council were pressed for a reason why they took this action, after many, many attempts to get a reply, the officers came up with this "policy" as the reason. It's junk made up after the fact to justify what was in effect an attempt to silence somebody who didn't agree with their development plans.
Now the same guy raised and got through a parish referendum in my parish and made enough fuss and garnered enough support, with others, to cause the council to rethink the policy. Though the Park is not certain to be saved in its entirety the position is now much more secure.
When the two environmental protesters came into the Park dressed as Penguins, the council were stuck with their recently made up policy and enforced it. So earning themselves a rebuke from the Home Office as well.
I think there was an explanation of that in Chris Morris' Brass Eye programme.
You also have to seriously wonder about the person who designed the entrance for this "Play Inside Pikachu" bouncy castle...

What is the world coming to? Me and Jamie had a fab time playing in a kids park the other night (albeit in France and at silly o'clock at night)and the fact that we are 12 sometimes ....
Back to being serious, I for one go for walks to clear my head and nothing does this better than sitting on a swing watching the world go by.
Er...... So does this apply only if you go to parks with children's play areas, or any park? My park is mainly used by dog walkers, so does that make anyone not walking a dog a zoophile or bestialist?
