Of course it isn't going to be true - cars have different gear ratios/engine characteristics. My understanding is that cars have a top gear ratio slightly lower than preferable, as most manufacturers are more bothered about the fuel economy results from standard tests than the actual driving people lots of people do (especially if they do lots of long distance motorway touring).
