Anyone got any experience/idea as about how to set-up a simple e-Mag? Was thinking of using Outlook but there must be a way of setting up a sub-set of a website and restricting access to those who have subscribed .... is this easy to do?

yes :) do you mean web page i.e. you just want to link back to web page or do you want to send the whole thing via email ? you could have the link in an email include username info as one example and have the content on a website..
